Though Kapustin borrows from the rhythmic and harmonic vocabulary of jazz, it is in my estimation at least two steps removed from the topic of this thread. I don't see what it has to do with the improvisational idioms and traditions of jazz, let alone with 'free' improvisation. Having said that, I'm glad to make the acquaintance of the pieces increpatio has posted: it's certainly more nuanced than, e.g., Jacques Loussier and well worth a second listen.
I'm glad that you're glad. I don't think his music has anything much at all to do with free improvisation (as little as I know of it), but it does (though I know scant little on this topic) relate to the more "traditional" tradition of improvisation; a main influence being Oscar Peterson. But yes, off topic I know (I would move this comment to another thread but I think it might die rather quickly indeed).
