1. Eric Coates?  -  It was used as the signature tune for something on the Home Service/R4 in the 1960s or thereabouts. Woman's Hour?

THAT was supposed to be the stickler at the end!! Indeed it is the tune Whistling In The Dark recorded by the Ambrose Orchestra (1931) sung by Sam Browne but the sound clip is the swingy break for the reeds possibly arranged by pianist Bert Read

There is a link to a classical composer. The song was written by an American lady Dana Suesse who studied piano under Alexander Siloti, Franz Liszt's last surviving pupil.
