incs, cats sans tails are usually Manx cats (born that way). Tail docking is a procedure carried out on dogs but has been banned in Scotland, Wales and England for a while now (as far as I know). There's no reason to 'dock' a cat tail and I'm not convinced about the  'justifications'' for docking a dog tail either.

incs, cats sans tails are usually Manx cats (born that way).
They also have three legs, so as to land upright whichever way you throw them.

Check List of Manx Cat Features:

No tail.
Hardly ever makes any sound.
Follows you around everywhere.
Little tufty bits at tips of ears.
Holds back slightly curved when walking.
Minces rather than walks (on account of no tail).
