Oh, I was halfway through composing my entry before I saw this:

I don't understand why that criterion is important to them either - although it seems to be a very standard one in such competitions in the UK, and is frequently found.  It excludes native Brits who might be on residencies or teaching posts abroad, for example, which seems a rather unnecessary and retrograde step to me?
