On both a per-capita and per-area basis, Monaco has the largest police force (517 police officers for 32,000 people) and police presence in the world.

It occurred to me, more than a decade ago, that Britain could recoup huge financial losses if it were only possible to consistently recover fines for minor offences, such as non-payment of road fund license, parking fines &c.
It seemed that in the area I was living (West Suffolk), such things were considered too trivial for even the Traffic Wardens to bother with.

we can send our troops to patrol iraq and afghanistan but we can not have more police patrols in the uk ?
