The biggest problem I see is bias in the inspectors. An inspector sitting in on a performance is going to be affected by how much he likes the genre of organisation rather than how good the organisation is in terms of its genre. (Can you imagine Sydney Grew accurately assessing the quality of a contemporary music group, for example?)

On the basis that things can't get much worse, I suppose it's got to be good news.
