Very well: the clue was 'Symptom of drunkenness on monarch carrying an emblem of freedom makes for absolutist (8 )'

Symptom of drunkeness = Hic, on monarch = k, carrying 'an', emblem of freedom = sl (Statue of Liberty - OK, let's not get into a political debate about how apposite that is Wink ), so Hick carries ansl, giving Hanslick, known for his thoughts on absolute music!
