Yes, very Rossinian. I have the Philips recording too and saw a concert performance of it at the RFH in 1999 when the Royal Opera were in exile. Vladimir Chernov was the star of the evening. A very different comedy from Falstaff, of course, being from opposite ends of his career, but worth an occasional staging.
