Mort, talent management is indeed a branch of HR.  Its role, apparently, is to  "recruit and develop the next generation of leaders to help [this organisation] meet the challenges of the 21st Century ..."

Moving desks would  certainly keep such people harmlessly occupied   Angry Angry
